The clause states that, in order to obtain a license to compete in the Bundesliga and 2. Bundesliga, a club must either wholly- or majority-own its association football team. I think this is just a test run for not only the world cup next year, but for this competition as well. Just get a bunch of ideas out there, see what does work and what doesn't work. Figure out why the things that did work managed to work and what went wrong with the things that didn't work.
