Here's some more info on the subject.

GreenReaper (the current owner of inkbunny) lives in the UK and has been quoted as saying that he believes cub to be legal. (Can't find the exact quote though.)
It's worth noting that while UK law mentions images depicting child characters with non childlike features still being illegal. It does not directly mention non humans unlike it's Australian counterpart.
Inkbunny's staff is mostly comprised of ex softpaw members. (Condolences to anybody who knows what that is (:_() Green seems to have a dubious relationship with the magazine and he's defended it in the past (plus he has tons of cub in his favourites on inkbunny)
Inkbunny has been running for a total of 8 years (although for 3 of those years it was run by a furry named "starling" (The owner of softpaw) who is of unknown origin and has since deleted every trace of themselves online.) and Green also hosts a backup of the site's contents at his home in London right on the government's doorstep.

He is SO fucking bang to rights (mostly by his own hands) he's either correct, extremely lucky or has friends in parliament.
(Or it could be that the law in question is only used when the real deal :c is suspected but that's neither here nor there)

It was some fanzine that was made specifically for cub enthusiasts. It stirred up a lot of controversy back when it came out and got banned from being sold at panels or anything else that was con-sanctioned. It didn't last long, as it seems to have come out towards the end of the fanzine days as the internet became the main place for people to release stuff.

This was all before my time, so all I know was from the wikifur page.

I've heard it a lot, it's not his own. This guy seriously sounds like every other self entitled aspie who thinks he has a 150 IQ and will be the next Einstein, when in truth they just draw mediocre to awful furry porn for a living.

Also, if you want a brainy insult, I personally prefer "you're standing over here, wasting 47 perfectly decent chromosomes" or something to that effect.
