I'd also keep in mind that there are some people who have a huge pseudonymous internet presence but when it comes to their IRL identity they keep it completely off the internet.

It may be that it's simply not possible to prove anything.
 
That guy seemed to be located in Arlington Heights, around Chicago, bit of a distance from Champaign unfortunately.

However his name was attached to a 2013 state legislation document for the Illinois High School Association, and was listed as attending Rolling Meadows High School.

I was the one that made that art for him back in 03/14/17.

I felt me and him at the time were making a friendship and all, I try to use a new style on drawing Tony Montana and giving Fred like a new look on his character.

No I NEVER saw Fred even if I did told him that if he showed me his face I show him mine. It was tbh a joke cus I NEVER wanted to see Fred at all tbh, the Pic was giving to him in PM on Discord and I also retweeted the color pic, so the tweet must still be there if ur looking for it.

Just wana clear up that I never saw Fred, If that is what u were getting at.

That account is weird. I think it's just a fan though. It used the word "detractor" in a review.

It could also possibly be a reference to the 95/5 rule. Basically the same as Pareto's law, just a more extreme example. 5% of people are responsible for things that affect the 95%.

That's something that is referred to in politics quite a lot, so may be a strong alternative to its origin.
