In Florida's case, they have really good government transparency laws (known as Sunshine Policies) that lets journalists get much better access to police reports than pretty much any other state. The access to full details means articles will have shit like "Tampa Bay Man gropes sister's dog while drunk and high on LSD" while in another state the same thing would have lead to an article like "Cleveland Man arrested for bestiality".
