According to the provided image it was because Jon's Paypal account wasn't verified, so he most likely set up a basic one, didn't do proper verification, and now ran out of time to do it before the money would be refunded.

Even if Jon did verify his PayPal account, it's highly likely that it would have been shut down anyway. PayPal are notorious for randomly closing down accounts of small businesses/websites after they make a decent amount of money - particularly high volume low dollar amount transactions.
It happened to one of my online businesses, once we made about $30k in 6 months (during the start of covid) our verified account was terminated without a reason given, and worse still is that they lock up your account balance for 180 days without any way to access it. There's a reason that the wiggers use Stripe for Fishtank.

It's kind of depressing that it's played completely straight. It could have benefited from some irony or self-deprecation, about how everyone in the video is clearly well into adulthood.
