Josie actually did have a bit of a character arc over the show. She went from super introverted and unsure of herself to being a lot more outgoing near the end when she was forced out of her shell. Like in the final cell challenge where it was just her and Letty she does an MTV cribs parody where she is actually pretty funny. I think Josie can be a funny and entertaining person but it has to be forced out of her.

At some point it became obvious that the whole competition aspect of the show was a sham. They were just keeping whoever they thought would make for the most interesting next round. I doubt very seriously they really tallied up those test scores and there was always absolutely no way they were going to let Vance beat Letty and ruin their good vs evil finale. The Cell 2.0 was a complete sham and they were just doing random shit to make it a tie. The girls even realized this eventually and started basically giving zero effort. There was absolutely no way Letty was going to win after the fake out ending where people were spamming CHARGEBACK because Letty won.
I think it was when Sylvia left. Vance although my original pick for who I wanted to win clearly wasn't interesting or shit stirring enough to keep on. He was too nice of a guy to make it to the end. Letty was the villain of the show and her winning would cause a massive backlash from the simps who funded the show and Josie of course was the fan favorite. It was clear Josie was going to win.
Oh 100% Sam already knew Josie was going to win by the start of the Cell 2.0. I think that's why he felt so bad and gave Letty the money he did. I actually really enjoyed the cell 2 and some of the hardest times I've ever laughed at the show were during it even knowing Josie was going to win.
