Have extensive experience with human services including CPS in a red state (relevant because of levels of employee protection). Sorry if that's tmi, but its applicable.
State government jobs are typically difficult to be fired from, BUT they will absolutely fire your ass from CPS if you majorly fuck up, and there is no huge amount of bureaucratic hoops to jump through. There is much more flexibility with firing at CPS than other state jobs. Falsification of contact documentation is perhaps the number 1 reason why people are fired. Because case workers are so busy and desperate to keep up even otherwise honest people will sometimes resort to falsification in a situation where they think no harm will come. It is common and there is ZERO TOLERANCE for it. You will be done the day it is discovered. No bullshit, no argument, you're done.
I tend to like Deadman, but i am highly skeptical of this story. Names of supervisors and who they supervise are not published publicly. If a random yahoo calls in to the state-level office with a complaint about a worker, it's highly unlikely that their call will just be funneled to that person's supervisor. It's not how a general complaint (not about a specific case) would be handled. It would be documented by someone at the state office level who would then contact the supervisor. Investigation would likely occur at the state office level. It's hard to imagine a scenario where a drunken yahoo could call the state department of human services office without even having a specific case/family to cite and get their call transferred to a specific supervisor's phone. Not impossible, but very very far fetched.
Also, falsifying documentation would get you fired immediately (unless you prefer to resign), BUT concern about a case worker's online activities WOULD likely be something that would take time to result in firing, with opportunity for a defense and back-and-forth discussion, during which time Deadman would have ample opportunity to learn how the concern arose. Again, the story isn't impossible, but it doesn't ring true to me.
