Drugs that are not immediately available over the counter are considered illegal to have UNLESS you have your prescription. This makes sense for certain things like painkillers or as we're talking about, hormones. The obvious reason is that if it's prescribed to you, that means your doctor thinks you genuinely need it. That's the idea at least.
Now let's get away from hormones for a second and say it's an uber specific drug. Like blood thinners for fatties. If a doctor gives you blood thinners in a prescription, it's meant for YOU. No one else. If someone who doesn't need blood thinners takes them because IDK, for the fuck of it, and then has a medical episode where they almost bleed out, let's say it was an accident, then obviously that's bad. That's the basic idea of why someone getting into a medicine that's not prescribed to them is very much illegal.
Now let's get back to hormones, Eli has admitted to sending her prescription to other people, "no questions asked". The above example shows why that's illegal, and it's even more so to send drugs across state lines as different state laws will have some medicine controlled. States, as you and I both know, are very finicky about their laws. So imagine if Eli, a dumbass, sends her prescription that's only meant for HER sends it to someone who's body will not agree with the hormones.
That person's body will have complications, and will develop health issues (especially if they're taking it during puberty). Because the medicine is and was never meant for that specific person.
