I wouldn't worry about it - Wilderness Pipecraft isn't a required badge to rank up. Or rather, it is, but you can swap it out for something like Urban Pickpocketing or Citizenship in the Street and still be able to check off requirement 4b.
Have you found a plug for your Mule Scout hustle yet? That's the tough part.
