IIRC the first Hunger Games film actually wasn’t violent enough - they covered up most of the gory bits with really annoying shaky cam to ensure the film retained its 12A age rating. I remember seeing it in the cinema as a teenager and thinking it would’ve been a better film if they’d just gotten rid of the shaky cam during violent scenes and let it be rated 15 but then they wouldn’t get as many views from their target demographic I suppose.
I've seen arguments back and forth for those films about whether they should have stayed PG-13 or get an R, but from what I've seen in clips from the first film, it didn't seem that bad to me personally outside of like one or two scenes. I was also part of that "target demographic" when the books and films and the craze surrounding it came out in the early 2010s. I read the first book, but I didn't like it and never followed through with the other two. I was floored at seeing fellow students and even teachers at my school talk about how "good" the books are. I didn't like or care for TGH (or any other YA books) much tbh.

Back on topic, The Mitchells Vs. The Machines got an all ages rating despite having a gay lead. I'm surprised dove didn't pick up on this:

Dove also reviews books as well, though these reviews are not as much as movies, but they still happen. Here is one such example that got a green light, though it is for eighteen plus to them. I have a feeling that if this were a movie, it wouldn't fly with them. However, for whatever reason, books can get away with more apparently:
