Why people put them in it? The optimist in me wants to say it's old dogs that can walk anymore, but it seems too common to be the case. And usually done by old women and crazy couples.

there's lots of valid reasons for one & lots of fucking gay reasons for one.
I use one either when they're puppies for socialising or when they're invalid or sick.
