The CIA is just making sure schizophrenics are safe. Schizophrenics are significantly more likely to be the victims of abuse/crime so the CIA just watches everything they do and listens to everything they say to ensure no one harms them. Sometimes they give them secret signals that only schizophrenics can recognize to reassure them that someone is looking out for them

I'm glad the lizard people are keeping them extra safe by doing the same thing. The lizard people are actually going a step further by adding 4 dimentional drugs to their food and water in sn effort to control their thoughts and eliminate all of the bad ones. They're really thoughtful.
