In a way yes. Air and water, both being fluids, act in the same way flowing over a curved surface. Water flowing over their wings generates lift just like wings in air. Though in water, the lifting potential is greater due to higher fluid density, but increases drag. That's where the stream of bubbles that escape from their feathers come into play. By reducing surface drag. So yes, they "fly" in water
