Judging from stuff that came out on Reddit about a couple years ago from disgruntled VFX people working on Marvel, it's because everything's on a time crunch and there's consistent last-minute changes ordered by the executives that keeps them from polishing up to make it look even remotely presentable. People are just not talking to each other to keep things in good working order.
