Dev does not realize Trump just quoted Napoleon. Yes THAT Napoleon. @mindlessobserver did a great write up of this quote, but basically, when Napoleon took power, France was a fucking wreck. The "crown" of the nation as it were was in the gutter, and he picked it up and the people placed it on his head. That is what Trump is invoking. Dev doesn't see that. He just sees cheeto Hitler.

The line Trump said is also very interesting for people to nitpick, as the types who hate Trump would very well say that any crime committed against a fascist government is not even a crime. Any resistance against totalitarianism is warranted kind of mindset. In the case, Trump's quote there could mean many things based on the context it's said in.
Like, the quote is basically the philosophy police or Trump himself has while on the job. They can be convicted of wrongdoings while on duty, but they tend to be immune from this sort of thing if it is to achieve the goal, i.e. a police buying/selling drugs while undercover, or Obama killing that American citizen. You can not agree with this, or think it is gone too far in many cases, but this isn't Trump being a dictator.
Also, this philosophy also would encompass men like Gary Plauche, who I would argue is nothing but a hero for killing Doucet. His lack of punishment for that murder reflects as much.

It comes back to who he quoted and the context. Napoleon did a lot of shit that wasn't "legal", but the people didn't care, they weren't starving. The people allowed him to reform the government despite not following the proper channels, because again, starving.
So by that measure, no laws were broken because the nation was saved. The ends justified the means. This runs counter to Dev's Statist ideology, where the State can do no wrong and exists for the sake of existing.
