This is the issue I see. Dev approaches these issues from a purely LEGAL perspective; which is understandable when you're talking about how a government/social body with govt powers should act.However, this absolutely fails when it comes to human behaviors; where just because you CAN do something doesn't mean you SHOULD do something, and many actions will have varying degrees of disgust and retribution by society.Sounds are an emission from an object that spreads even if the object is motionless. I think being disruptive at a funeral even outside the boundaries would still be a punishable offense. There's a reason why sex offenders are not only allowed on school property but also not allowed within several meters of a school property. And how obnoxious would a funeral be is they let some jackass talk shit about said person even though their out of the boundaries but do nothing about it even if the attendees can still hear said jackass? Dev has no clue about what things could possibly go wrong.
Dev is right in a completely 'principled/legal/in a vacuum' situation, while failing on an interpersonal level. Given the same "someone is mocking your mother at her funeral" situation, he's TECHNICALLY correct that people should have the right to mock your mother, however if anyone tried to mock her at her funeral, you'd likely try to get rid of them or beat the shit outta them (assuming you didn't hate your mother.) And while there may be "legal borders" i.e. the guy may be thrown out of the funeral, but he can still mock her from across the street at a volume where said funeral might hear it, it is VERY different from 'social boundaries' which would be breached LONG before the cops got involved.
That said, I do think if someone was doing something like that, an argument could be made to the cops about being a public nuisance or targeted harassment or something.
