Regarding stolen art, I believe it's because they're hoping that the more people report it, the greater the chance is that the staff will get off their asses and do their job for a change.

Which never works anyway, for two reasons:

1. The more reports they get, the more staff gets overwhelmed. It can take up to months or even a year before they finally get to it unless it's something high priority (Reporting an underage user, for example).

2. The staff are pinheads. I've read stories where actual "Artistic Nudity" pics get deleted while camwhores who take pics of their privates stay up. In fact, there was a (Now deleted) user from Saudi Arabia who's autistic that had a crapload of pictures from from other deviants and logos from websites and posted them on her gallery. Also her descriptions had mindless trivia like voice actors or when shows premiered. It was so surreal and crazy...

Yeah. It's great or anything, but it:
  • Doesn't have diapers.
  • Doesn't have inflation/weightgain.
  • Is drawn decently.
  • Isn't of a pony.
  • Isn't of a cartoon character.
  • Isn't about the author's creepy fetish.
  • Wasn't made in MS Paint
  • Isn't cornea-raping ugly.
So, that's basically a win when compared to what's around it.

Simple, people like to cross over Disney properties with no rhyme or reason. Though that doesn't explain why Kim's become a melted Stretch Armstrong in a loincloth and wig.
