I think I shaved a few years off my life from how much that killed me inside.
 
I don't know, but I went ahead and submitted a report ticket. If anyone else has a dA account they should do the same, if there's more reports the staff are more likely to take a look. Just pick any image from his gallery and report it. To my knowledge there's no way to report a member themselves, which is unfortunate.

Two things:
1. Is it possible to fix the image link, it's broken?
2. Dat face. It reminds me of the time when I tried to draw realistic faces in the day. The only difference is that this clearly had less effort placed into it. And those eyes look like they want to steal someone's soul. To say nothing about the "DENTAL PLAN!" nature of those teeth.

I wouldn't bother. At this point, considering they don't want to do anything, I can only assume they have either given up trying to stop it. Or are just a bunch of blind idiots who wouldn't tell the difference between Picasso and a second grader's art project (or in this case, blatant pedophilia). Either way, this is a stupid response to a report.
