It's an open secret that lolicon artists use real CP for reference and in a lot of cases even straight up trace over it. I assume in Japan you can buy "art books" that teach you how to draw children being molested, but what do you think those are based on?
It's even worse than that. There are some website that straight up show you how to draw kids. It's clear that we need government regulation in to who can draw and licenses created so that only state approved people can buy stuff like paper and coloured pencils.

I won't open the cancerous can of worms that is the consent debate, but I will agree that western academia is ridiculously corrupt and inundated with the most vile shit you can imagine, be it overtly or swept under the rug. I'm inclined to agree but... how can you restrict knowledge in the information age? No matter how much you try to stop people from learning how to draw fucked up shit, where there's a will, there's a way, and freaks like this will ALWAYS find a way. Clearnet, darknet, d*scord servers, there's a thousand venues for the cancer to spread. Yeah, Japan is weird, but even if you establish some kind of legal repercussion for the production and dissemination of sketchy material, no pun intended, it is so ingrained in their culture that I doubt a law or two will do much to curb it. Same goes for the west, as long as they're able to walk down the street without fear of being mauled by an angry mob, the problem won't go away. I've said it before and I'll say it again, you don't deal with pedophiles by legislating against them, you deal with them by making them social pariahs, then giving them the Gary Plouche treatment if that doesn't work.
