How is this guy still even fucking relevant, is my real question. Is he trying to revive America's Most Wanted? If so, he'll need to do more than rape cases, for starters...

You never know. After all, he apparently loves all kids (and babies)
Cool Cat loves ALL the kids. All we can say of Daddy Derek's preferences for certain is that in the movie, he is married to a (wo)man in a fursuit.
 
The tics, the rapid fire talking, disheveled look, stream of consciousness ranting, wild gestures and expressions make me think that if he used a higher quality camera there would be cocaine residue on that table.
 
Little idea: Derek probably heard about how some people became rich via publishing a picture book or inventing a beloved children's character. He imagined that coming up with such a character would be very little work and publishing and promoting him would be even easier thanks to the internet. He may have been in deep financial trouble for some reason (Coke addiction, debts, gambling, etc.) and thought Cool Cat would be an easy ticket out of it.

The thing about Cool Cat, is that it was him trying something else, after his novels failed (because in all honesty, I never had heard anything about any of them before and I doubt, anyone before has).
But after all these failings, you'd expect him to get someone to write this for him or at least check the script before using it. And as you said, many think it's easy to make child shows because "hurr kids dumb" and that it needs less effort because kids are obviously dumb that can't understand things. And while Double D might have thought that, I think things go a little deeper.

I personally feel like he tackled the bullying theme because he feels the need to actually help people. Cool Cat may just be a huge ass ad for Cool Cat, but he tries to convey that anti-bullying message, and this is just proven by his gun safety video as well, where he tries to show people how to keep themselves safe. He's entirely against "evil".
That is the point though: He seems to think he's some sort of beacon of light when it comes to justice. Just remember his sperging about Cool Cat being spoofed and badly reviewed. To him, they were bullies because they were shitting over his anti-bully message. He thought at that moment, that he was going up against these evil people on the internet and instantly stopped and shut up after he finally realised he was being the shithead.

Double D has mental issues, I am sure of this and tries to sell himself and his "son" Cool Cat as some sort of warriors of justice all whilst hoping to make a few bucks doing so.
