I just assumed that the lights were clean because he probably had them on frequently and they were too hot for any microrganisms to grow on

My bud at work had the same thought when I showed him the picture. We got autistic and started analyzing the plastic base of the bulbs, and it doesn't look like they're even dusty. I think his fate in humanity died another degree today. Bulbs pointing down in an enclosure take forever to get dusty, so that whole room/floor/whatever is probably water damaged to hell and back.
