Gyros are not some mythical piece of technology, but they're not standardized.I've emulated Heavy rain and the motion segments worked fine with a cheap controller, I honestly have no idea what the hell copyright protection you're talking about here. Gyros aren't some mythical piece of lost tech they're just motion sensors that can be emulated a thousand different ways (Hell, I once emulated a Wii controller for Mario Kart using my phone and one of those stupid looking gamepads where you're supposed to place your controller in the middle).
The lack of official drivers is also irrelevant, Steam already provides good ones from my experience and there is an open source alternative that has been developed for over four years and even offer sensibility options.
Plus whatever else I'm pretty sure whatever issue comes from porting there's some autist that can figure it out, that's the beauty of the PC, there's always a solution.
If they're going for Playstation branding on the PC they're going to want you to purchase the controllers for it. Which means everything is provided by the company itself. Again relying on what exists on steam won't really sync up with the stuff they're trying to push with Dual Sense with the haptic feedback because Steam isn't part of their development process. So Sony would need it's own drivers for the controllers for them to work on PC so the platform would be able to take advantage of the hardware they're selling.
It's no different than what Razer does with it's gaming devices. The company has exclusive features they want to push so they put out drivers for their own hardware. Everything from Razer works right out of the box, you plug the device in it installs the company software. The Dualshock controllers need to be able to do that.
