Boy nobody made a big deal of this when Capcom did it over a dozen times now. Maybe this time it will get the corporate suits to not shit their pants over blood and gore, but it is tradition and as such it incredibly hard to break.
Assuming you meant the Biohazard/Resident Evil games being heavily censored in Japan because of the CERO rating board, yeah it sucks and CERO is quite butthurt over sexuality and violence. We're talking about the same classification rating board that still prevents decapitation on +18 titles (the Z rating) or not allowing bare legs and boob windows on all-ages games (A rating)
However there is a huge difference between:
-a japanese publisher/dev team censoring something in order to comply with the japanese classification rating board (to obtain the desired rating)
-Sony America forcing japanese publisher/dev team to comply with "american/western sensibilities" (whatever do they mean) in addition to the japanese classification rating board
The second point is a far bigger issue especially when there is an obvious bias against japanese games as a whole while western games just have a free pass.
Again, the article pretty much states the arm-less character was given the okay by CERO but SIE simply opposed to it.
