Climate change protesters blocked five M25 junctions, causing long tailbacks and disruption for motorists.
There were protests at junctions 20 for Kings Langley, Herts, 14 for Heathrow terminal four, three for Swanley in Kent, six for Godstone, Surrey and 31 for Lakeside, Essex.
They have since been reopened but police said 42 people were arrested.
Protest group Insulate Britain tweeted it was "disrupting the M25" to "demand the government insulate Britain".
A government spokeswoman condemned the protests and said it was supporting people to install energy efficiency measures in their homes.
Hertfordshire Police said 18 people were arrested after officers were called to a protest near junction 20 at about 08:00 BST.
Supt Adam Willmot said: "Protesters ignored police requests to move location, so we took robust action to enable roads to be reopened and to remove the protesters causing obstructions."
The force closed the slip roads in both directions, which led to "congestion and delays on both the M25 and the A41", but the closures had lifted by 10:20 BST.

Essex Police said 12 people were arrested after it was called to reports that a number of people were blocking the road near junction 31 just before 08:15 BST.
It said officers worked to resolve the situation "quickly and safely", which included shutting the slip road temporarily.
Ch Insp Paul Austin said the action caused "significant disruption" and thanked drivers for their "patience and understanding."

Kent Police has confirmed that 12 people were arrested at junction three where the B2173 and the M25 meet, near Swanley.
It said it was called at 08:10 BST to a group of people obstructing the roundabout.

Exactly what should have been predicted. And because the injunction only applies to the area it was for back to square one. However there's a bit of good news.
Transport Secretary Grant Shapps said the government would take further action.
He wrote on Twitter: "We won't tolerate reckless behaviour on motorways or ports (Dover this morning). I'm therefore seeking a further injunction to prevent this disruption."
Later, the government confirmed a further injunction had been approved by the High Court to prevent protesters from occupying the A20 and strategic roads linked to the Port of Dover.
Pretty quick injunction there. Unfortunately I suspect this is part of their tactics, they're identifying as Insulate to carry out more dangerous protests They also remain blindingly lacking in self awareness.
Insulate Britain, which is calling for government action on home insulation, said: "We are blocking Dover this morning to highlight that fuel poverty is killing people in Dover and across the UK.
"We need a Churchillian response: We must tell the truth about the urgent horror of the climate emergency."
Bright side they moved on from the M25 as soon as the injunction came in it seems so that completely punctures their claims of being willing to go to jail for their crimes.

I have to wonder at the thought process behind this one, and I can only assume incredible cynicism: country is in the middle of an unprecedented transportation infrastructure shortfall? Lets block the busiest cargo route in Europe!
 
Are we seriously letting about 15 tards block a whole road? this isnt even a proper demonstration or anything, i could get that many people together in like 5 minutes. The fact that the police arent immediatly taking them to put a (very quick easy and non violent) end to this is absurd

Climate change protesters have defied a court order and have blocked part of the M25 at Heathrow Airport.
Insulate Britain said 52 people have blocked the slip road at junction 14. Officers are making arrests, the Met said.

I for one am absolutely shocked that a mostly toothless court order did literally nothing to deter a bunch of sanctimonious twats from their twattery.
