And every step of the way he will be treated as a Sex Offender. So precautions will be taken at all times.
If they look at him, order a psyche exam and determine that while an idiot and rather crazy, he is still capable of standing trial, well his public defender may try an insanity defense (if Virginia even allows it?) But it's not gonna work. Honestly it never works.

There's a fuckton of people crazier than Chris Chan who are incarcerated. We got rid of the asylums and put lunatics in jail or prison now when they get too crazy to be left on the street. I think that it's actually a bit of both, most likely the results from the rape kit came through and they were notified of the breach so moved in to arrest him. That's why he has been charged with incest, although that's just my theory so far.
