Sexual assaults and domestic crimes sometimes don't require the victim to press charges for an arrest to be made. If there's evidence brought to the police they will make an arrest.

There needs to be a psychological evaluation first to deem if someone is insane or not because a LOT of criminals try to pretend insanity to get a lighter sentence. Insanity goes beyond just saying weird shit. Not that Im disagreeing with you, Im just saying that the process is realistically more complicated than that.
 
I was trying to look on the henrico website to see if they did update his charge (just to make sure the other pic isn’t doctored or something) and can’t find him on it. Is this what they charged him with?
