For those who don't know how this works:

1. When you are arrested, you aren't given every single charge they can possibly give you. There are suspected murderers with decent evidence sometimes taken in for bullshit like weed possession at the time of arrest. This is very, very common just so they can get you in a cell and make sure you don't go anywhere or hurt someone.

2. This is a weekend still, so Chris hasn't had an arraignment yet.

3. He has not been interrogated by the detectives on his case. He was arrested in a different county. The charges are not even close to complete.

The charge of incest is to get him in jail and hold him, particularly I'm guessing since he was in a different county. Until he speaks with detectives which won't happen most likely until at least tomorrow this confirms nothing about Barb or her rape kit.
