He hasn't shifted to his true form much to be fair and this is a new form with him in control.

They say it's gorgeous art but it's still way more incoherent than the art in part 1. Maybe when I'm 30+ if they adapt all of part 2 this scene will be better.

Yeah I was going to mention she was my first thought as she's contracted with the "STD" Devil, which is the closest thing we've seen (heard of?) so far.
