Looks like a locust. Plague/Pestilence Devil?

And the fifth angel blew his trumpet, and I saw a star fallen from heaven to earth, and he was given the key of the shaft of the bottomless pit; he opened the shaft of the bottomless pit, and from the shaft rose smoke like the smoke of a great furnace, and the sun and the air were darkened with the smoke from the shaft. I think it's Seraphim, one of the 8 followers of Chainsaw Man that were pointed out by Makima and was only shown for one panel.
 
I imagine that Locust is in actuality Seraphim, now free from Makima's influence and also given a potential power buff now that the concept of Death has been eradicated. Getting a bit into autistic theory here, but Locusts cause the plague, spoil crops and cause famine, all which are things that ordinarily would eventually lead to death if not solved. But if death doesn't exist which in turn means that locusts cannot die, then an individual would have to suffer for eternity the consequences that Locusts bring, an eternal famine, eternal plague, death would have been a mercy that no longer exists. So retroactively, fear of locusts increased, bringing us to now where Seraphim was able to take one of Denji's arms pretty easy. I suspect a number of devils became both significantly stronger and significantly weaker due to the erasure of Death.

REAL-FAMINE STOCKS RISING, BOYS! We haven't seen her since Death got eaten, she might be competent now!
 
Read the chapter while on Lunch at Work earlier, but didn't have time to come on, and post until now. But oh man I knew this would happen. I mentioned that I get excited whenever they go to Hell, but I also should have mentioned that I felt he might pull another very brief visit to Hell before being vomited back out onto Earth again like what's happened the last time (times?) that they've gone during Part 2. I want my full length Hell adventure arc darn it! At least we got to briefly see an ocean level or whatever the different areas of Hell are.
Still it's interesting that this Locust Devil seems so strong, like others here have mentioned it's probably (almost definitely) Seraphim who's been maybe powered up? I thought perhaps Asa/Yoru was secretly afraid of Grasshoppers and got messed up because of it. But the absence of Death causing it to power up is an interesting idea.
 
The name of the chapter says "Locust," so I think it's a locust devil.

The passage from Revelation also mentions locusts hurting people who wish they were dead but can not die, and it's right after the bit with the horsemen.

"Seraphim" looked like he could be a locust fiend, and was under Makima's control, but we never found out what happened to him. Speaking of that scene: We get 8 followers that correspond with 8 of the nine angelic choirs, 3 of which are never mentioned outside of that scene, Seraphim (unless this locust devil is Seraphim), Virtue, and Dominion. We still don't know who Archangel is.

So why is Locust/Seraphim stronger than war? It might be because of the lack of death. Alternatively, he could also be "the lord of the flies," which might possibly be a fallen Seraph.
 
I want denji to beat that Fraud Devils ass with nuclear bombs and dab on the four sisters
I personally love how whenever our characters go to Hell we are quickly reminded that it’s Hell and you will get absolutely manhandled by horrors beyond human comprehension.
The Hell Devil is a bum who gets put in the cuck chair repeatedly by Goatchita
