Realistically, nukes would be the worst thing that the US could use against Canada. All of Canada's most prominent cities are within a day's drive from the US, so nuking those would just mean that the fallout could get pushed south via wind currents and such, irradiating America's breadbasket. Plus, irradiated jeets sounds horrific too.

Historically middle countries actually did have a lot of leverage, playing great powers among themselves to stay at least somewhat sovereign. Canada isn't even close to a "middle power" and given how we're trying to throw ourselves to Beijing and Brussels politically, and Washinton DC economically, we're basically a cheap prostitute, and to countries far from being the "winning side" either (Europe is declining, China is losing all their proxies).

used in a way to maximize over-pressure to destroy structures and ignite fires there isn't much fallout at all. this is achieved with an air-burst, some thousands of feet in the air which creates a double shock wave: the shock front emanating from the detonation itself, and the reflection of that wave off of the ground. there is no utility in a ground-burst detonation at all outside hardened military targets: Bunkers, airbase runways and shipyards etc.
