I wouldn't be surprised if one of the requirements for annexation is revised immigration laws that are applied retroactively to the past five years or something. Realistically anyone without complete citizenship will be deported. If we get annexed province by province the unwanted may move out of provinces that are about to be annexed leaving the remaining provinces with the problem.

I've also noticed that poll sample sizes have been steadily decreasing lately. Last year the average was 2000<, before the Liberal leadership race it was around 1250, now I'm seeing some as low as 750. This doesn't even account for location, which is almost certainly exclusively city centres.
