well at one point, way back when, phones were used to transmit data audibly, so in theory you could do so with these.
it is called a "acoustically coupled modem"

I seem to remember hearing about computer programs being transmitted over radio in the 70s and 80s. They would actually convert the binary to sound, transmit them over the radio, and people would record them on a tape and they'd have a working program they could insert into a tape drive.

But obviously, Microsoft was not happy about it, because then you would not need them as much. And that's why "System 32" was created.

They have made it more difficult these days, because clever hackers figured it out, but you can still delete the content of the folder.
