I’ve looked into government contracts and I’m trying to teach myself how to make a proposal for the bidding process for procurement but that is taking time as I work a full time job where I average 65 hours a week with one 48 hour weekend a month. Most airports use contracts/bidding processes so that is going to be difficult.
Does anyone have any ideas I can look into?

Well then your kinda out of luck, since all the businesses that could accept that amount are already covered. Frankly, count yourself lucky that your not involved in the business yet, since unless your somehow winning gov contracts, then good luck selling that oil. That’s a tough spot, because buyers for that kind of volume aren’t everyday businesses. Airports and airlines usually have contracts locked in already. One option is to look for fuel brokers or commodity traders who already deal with big quantities. They can connect you with buyers since they’ve got the networks in place. Another is to get set up on government procurement sites (like SAM.gov in the U.S.) where contracts and tenders are posted,I have quite the serious proposal. Well it’s not actually a proposal it’s something I’m actively trying to get involved in and the business is already established.
My buddy started a new business venture. His goal is to sell directly to the consumer from one of three refineries he’s partnered with. These sales have to involve about 100k barrels of fuel (jet fuel and diesel) and transportation is arranged based off of the final destination of the product.

Also, on a somewhat related note, I’ve been reading a lot of informational posts lately about how businesses (even outside energy) try to get their internal operations in order early. For example, there’s this blog post https://ddi-dev.com/blog/it-news/hrms-for-small-business-features-advantages-and-roi-calculations/ which describes how a good Human Resource Management System can automate hiring, payroll, compliance, etc., saving time and reducing errors. My thought is that if you can get systems like that running smoothly in your back office, it gives you breathing room to focus on the hard stuff, like securing buyers, managing transport, and conforming to contract requirements. Starting and running a business is so hard that using different technological advantages is necessary.
I know that local governments, trash companies etc will often have their own "gas station" for their many vehicles but it would be tough to compete with larger companies. Stuff like biodiesel, ethanol, methanol (racing fuel), kerosine and aircraft fuel would be more niche with few competitors.I have quite the serious proposal.
