Everyone can sign up but then they evaluate the risk of you not getting the vaccine soon (mostly by age and comorbidities but also community exposure) and assign you to a particular segment/phase of the vaccination. An 18 year old who isn't in college and doesn't have a job or health issues can sign up right now but will be put in the back of the line.
