Modernizing them would put us at more risk and I would not put John Fynt in charge of that. Imagine him just handing out secrets to act cool on twatter.
There's a reason that you'll still find 386es in space. Newer processors with ultra-miniaturized components are a lot more susceptible to having a bit flipped by a stray cosmic ray. Much of that kind of radiation is filtered out by the atmosphere, but in space, lots of hard radiation that goes through metal like empty space hits any electronics up there. Much of what they use now is custom fabricated and specifically radiation-hardened.
They probably kept the ancient 8 inch floppy systems because you don't want to swap a known quantity out for something that could behave erratically.
Think about the bullshit that happened when some genius decided to run Windows on combat control systems on aircraft carriers.
