They have the options for custom plans with custom pricing for "Enterprise" and "Network". I'm not saying you didn't notice that, I'm saying that Wu likely felt the throbbing need to get the big shot plan with the most doodads, knobs, control panels, custom traffic tracking charts and API access for further integration into other things, it's enough shit to make Wu feel like a star ship captain just by looking at the menus. That was the exact line of thinking when Wu plunked down $50,000 on an Unreal license for Rev60, not the real Unreal engine, but still, 50k. "let's go with the most expensive one" or whatever Wu said when explaining that decision.
In both cases it comes down to Brianna wanting the expensive thing because the sheer expense validates his fantasies and identity, it's pathological greed. So he/Frank likely negotiated a ridiculously overprovisioned custom plan that costs them $1325 a month. And it gets maybe a 100 uniques a month, I can't imagine anyone visiting it because there's no content or information because Wu just can't run the site, or even care about running the site. But it's expensive and that makes Wu feel important.
