It is true that a person's brain isn't fully developed until around the age of 25 or so. But that doesn't mean that a teenager has zero concept of their own safety or a complete lack of any grasp on reality. Teenagers are fully responsible for their actions. They're not insane nor do they believe that their lives depend on eating a laundry pod or some delusion like that.
