Probably some combination of Frank not willing to pay for more work on another brick and John wanting to feel like he's got some power over someone. Brianna absolutely is petty enough to try and find a way to hurt someone else like that.

Responding to a Flynt policy on the merits is a sign of :autism:, but I'm going to do it anyway. The parallel that comes immediately to mind here is the various attempts to eliminate earmarks in Congress. One early reform was opening up the process and publicizing them, in hopes of shaming the legislators responsible. Instead they ended up brandishing them as a badge of honor to show how much they were bringing home to their districts.
Open-source lawmaking would end up the same way - the commit history would be a place for Congresspeople to put outrageous virtue-signaling statements on the record so they could go home and say "Look at all the stunning and brave stuff I proposed, too bad THEY wouldn't let it happen". We already have this to some degree with the various grandstanders who submit dead-on-arrival bills to abolish the IRS, impeach the President, and so on, but it would get 100 times worse if you could attach this nonsense to the history of legitimate bills.

This all is leaving aside even more obvious issues, like what's stopping someone from writing up a bill secretly in the proverbial smoke-filled room and then submitting the first and final draft all at once, just like they do today?

Running for congress and doesn't even know about https://www.congress.gov or the basics of parliamentary procedure. You can even see every "commit" a legislator has made; for example Wu's opponent Representative Lynch. It is almost like congress has to keep public record of what they do wow. A filibuster must be on the same topic as the bill being discussed, you cannot just rant about random topics. And Wu wonders why Lynch has never made mention of those challenging his seat. Wonder how poorly Wu would score on a mock citizenship test?

Unless they're literally bringing a radioactive waste dump to the area their constituents live, there is nothing voters care more about than the candidate who brings those jerb things to the district along with giant bags of money. Don Young is considered a corrupt idiot virtually everywhere else in the country and known for pure pork. But he's quite popular in Alaska, which gets that pork.
