The author of that article is obviously internet buddies with John as he is always sharing stories from her, that's how he made the list most likely. Zoe/Chelsea/Whatever she is calling her/himself these days must be in a depression spiral seeing she didn't make the list but Batshit Wu did :c

I don't think it was a matter of "making the list". It looks more like user-submitted data - there are duplicates, misspellings, irregular capitalization, and so on. There was probably a web form they passed around to collect names, and then just did a quick pass over the results to delete obvious troll entries. It isn't really any kind of curated list.
I wonder how many of the people on there actually exist.
