This is a commong Wu-ism. She literally cannot fathom the concept of "neutral tone", because everything she says and does is through the filter of an ideological standpoint. You have to keep it 100% unemotional, even if it's plainly obvious what's right and wrong
For those who, much like Wu, haven't passed a college level writing course yet, let's take a little primer:
"The Nazi Party was a pack of fucking nightmare people led by a racist monster who butchered thousands of people in the name of racial purity"
This is a true statement, but it's not neutral tone, because it includes ethical judgement based upon the writers own feelings. It is not acceptable for academic writing.
"The Nazi party held standards of racial and societal purity as extremely important, and following the war many high ranking officials within the party were convicted of genocide and crimes against humanity during the course of the Nuremberg trials. Today, their actions are regarded by many as one of the greatest human rights violations in history."
This is neutral tone. Both statements are 100% true, but only this one is acceptable for academic writing.
