The only requirement for children to qualify is that your parent was a USAA member and you know their USAA number (and I'm assuming show some proof of relationship).

Apparently you don't even need to know their number, just two pieces of info from date of birth, phone number, email, ZIP code, or last four SSN digits. This would be how John would manage to qualify without needing to get in touch with his dad; he probably still lives in the same house near Hattiesburg, so as long as John could remember his dad's birthday, he'd be able to sign up. Presumably, USAA would check proof of relationship on their end.
