Term limits are unconstitutional. The only limits on terms for federal Congress are in the Constitution, and states can't just add shit to that.
And even if Trump got a max terms limit on a federal level passed, it could not be applied to the states as it would violate their sovereignty in governing their own affairs on a state level.
So if Wu wanted to be part of the MA state congress, MA rules apply. Since he wants to be part of the actual Congress, federal limits (that exist at present) apply.
