Some of John's Original Characters Do Not Steal looks a lot like a popular cosplayer from the very early 2000's that was regularly posted on early Something Awful. Just look at the tribal teardrop-makeup and dumb blade weapon. I don't know if that is an actual character in an anime but...
I think that's Dawn, who had a popular indie comic in the 90s. One of her trademarks was the makeup around one eye that looked like three tears falling.
