Well, by this point is obvious that Trump is a professional troll so he knows what bottons would get reactions from people and just not be dismissed as a senile old asshat. I don't like him but but I doubt to say he is dumb. If he was left wing he would be a SJW wet dream.

Because SJWs care about issues in the same way politicians care about them: as a tool to get attention, clout, and money. Doing things about said issues? Not so much. Twitter gives them plenty of attention, as well as their own small group of followers to feed them money via Patreon.

What we're seeing with Trunp is this stance taken to its logical conclusion. He'll say whatever it takes to get the media focused on him, despite the fact that he would be an actual disaster as president. He's doing it for the publicity and the money associated with it. It's a great scam.
