Nah, is probably to generate goodwill as the SkyrimMods disaster two months ago. Refunds have been one of the most requested features and closed linked with complains about Steam infamous costumer support.

I'd like to point out that return policies are not a new thing in the entertainment industry. For example: if you go to see a movie in the theater, don't like it, and speak to a manager within the first thirty minutes of the film's run time they will give you a complete refund. If you wait longer than that time frame the studios have decided that you've seen enough to constitute the price of the ticket.

Valve is doing the exact same thing here, and it's a good policy. You get to experience the full game for a bit, and if it doesn't live up to your expectations you can return it barely "used", so to speak. Hell, freaking GameStop has a policy where if you buy a used game and return it within a week they don't charge you anything for it. So you can purchase a used game, beat it, and send it back for nothing more than the travel cost.

In the end, the people bitching about this are the ones who know that their games aren't good enough to maintain player interest. Besides, if you make a short indie game that can be beaten in less than two hours and it's actually enjoyable you can bet your ass that people will be glad to pay you for the experience. Dwarf Fortress is available for free, but it's amazing and has a following that joyfully pays the developers to continue the project.
