If I remember right, the only evidence we have of that is purely "he said, she said" stuff from his ex-wife who Frank claims abused him. Frank's public behavior (especially around Brianna during her public triggering) doesn't match the behavior of the serial abuser described by his ex. Unless there's something more concrete to go on, I don't think we should latch onto that as truth.
