It's also (at least in the U.S.) generally illegal for them to pass on those fees because credit card contracts prohibit it. They'll even charge them back for those if you complain (and possibly cancel their contract). So plenty of places do in fact only take cash. Quasi-legal or outright illegal businesses, or businesses being used for cash-based money laundering also exist. So do very small businesses like those operated in push carts or out of a stall. Then there are just old people and others who don't trust banks.

Of course, wealthy white men like John Flynt who never do business with anything but multinational corporations and probably, like George Bush's dad, would be baffled by a supermarket price scanner, wouldn't care about the little people who do business in cash.
