Anyone identifying as a woman and has test levels below 10nanmoles per litre can participate in women's events. This seems good on paper but in reality it doesn't mean shit. There's male body building and powerlifting champions that had levels way below that. So the fact these women didn't qualify is arbitrary as fuck.

It's a real thing. Africans generally have higher Testosterone levels than people of other ethnic groups, and endocrinology studies tend to report higher serum testosterone in African American women than in White women. It's somewhat incidental to this study but it was one of the measured qualities and it's one that's free to access so it's a good choice to demonstrate with.
No woman has the T levels of a man. You're looking at a difference of more than a factor of 10. It's somewhere in the ballpark of 600-700 ng/dL for an average male adult of a random race.
