To my understanding, Valkyrie Police School is closer to "Capitol Police" than "Federal Bureau of Investigation." While Kivotos does not have (at least direct) equivalent to Washington DC* the Valkyrie seems to only have "jurisdiction" on the area that surrounds the GSC building and presumably has "direct federal control" or something.

SRT is arguably analogous to FBI, though.

*Possible reference in USA having "District of Columbia" and Kivotos having "District of Utnapishtim" but I thin that's bit too much of a stretch.
 
In case I'm not just exceptionally dumb and other people here have been doing this - not every stage in 'Final Restriction Release' has to be cleared individually:
Progression is broken up into 5 sections, with multiple stages per sections. Once a section has been unlocked, players are free to attempt a battle at any stage within that section. Successfully beating a higher difficulty stage will additionally provide clear rewards of the previous stages. Clearing the final stage unlocks the following section.
(Note: alternative/direct translation for this game mode is "Limit Break Assault".)
 
How's the raid treating you guys? I just cleared torment and instead of feeling triumphant like I conquered a mountain, I feel like a total sucker. Is this what I spent hours theory crafting and mock battling for? Is this what I wasted my 30 minutes restarting over and over for? I feel like an absolute chump

I'm a pretty casul player so I did red Hiero on Insane as I have a bunch of developed red DPSers, and I did yellow and purple on extreme. Like I mentioned earlier, due to lack of good purple STers to both borrow and use (the only one I personally have is Maid Midori and she's not well invested in at all plus a clubmate's barely developed Chiaki) I had to eventually start throwing bodies at purple Hiero. I also possibly could clear yellow on Insane but I don't wanna hassle myself with it honestly.

I had to use S.hanako for ins purple which sucked. And yeah there's so little incentive to sweat, a handful more raid coins and a pat on the back, there's no way I'm sweating ever again

I'm glad my Chiaki finally got an insane raid just for her before she retires forever within the next few weeks.

I finally hit level 90 (And man, those last 2 levels took longer than 80-88 combined):

Started when the Steam version launched so took just under 4 and a half months. I wasn't as efficient as I could've been, I didn't max the café as fast as I could've, only did it around lvl 73 or something. Also didn't save storable AP (i.e. weeklies, club attendance, log-in rewards, etc.) or pool Tac. Challenge coins for refreshes during 2X XP until recently.

Here's what you can do to make it as fast as possible but not too expensive:
  • Never let base AP or café overcap
  • Always do daily and weekly tasks that give AP. Hold weeklies if there's 2X XP coming up
  • Buy 3 sets of 120 AP for 90 Xenes. 3 sets for 570 Xenes during 2X XP. This may not be worth it for you if you want to save for pulls.
  • Buy 90 total AP per day with 45 Tac. Challenge coins. Refresh and buy AP 3 times during 2X XP for 210 coins a day. I was able to sit around rank 950-900~ for 70 coins a day. Next threshold (rank 500) seems impossible for level 70ish but with good students you could probably do it. Spend any surplus coins on refreshes outside of 2X XP if there's none for a while.
  • Join a club and open the Club Menu for 10 AP daily. Expires in mailbox in 7 days, so store 70 AP if 2X XP is coming up
The next things cost real money so they're optional
  • Keep full uptime on the 2-week AP pack. Costs $3USD~. Also gives 176 Xenes
  • Buy the limited AP boost packs 1 & 2 for a total of 1650 AP(I think? I know 2 is 900 AP, and I'm pretty sure 1 is 250 but I don't remember) and use them under 2X XP if possible. Costs $6USD~. I've seen 2 of these so far, once for the Code BOX at Steam release and again for the Railroad event so I think they show up once every 3 months.
So, that's pretty much as efficient as it gets. Most of it just boils down to pooling AP for double XP, I'm not sure on the schedule for those so you could get gypped pretty hard by the devs. And of course, for maximum efficiency, you could just buy all 20 sets of 120 AP per day for a bajillion XP and reach lvl 90 in like a month.
