Privileged urban minorities making rules and regulations for a working class they mistakenly believe they belong to is what happened in most communist dictatorships. This same caste of comfortable we-know-bests was also very big on censorship and politicisation of art, particularly Stalin. This was all done in the name of achieving social justice.
